	That doesn't even sound like a real question.
	I think it is a question. It starts with a question word -- what, when, where, who, how ... why. And it has a question mark  ?  at the end.
	We agree with Chicken. It is a question even though it is a silly question.

	We all can say silly things once in a while ... as long as we are not hurting somebody else !
